The town was founded by Empress Elisabeth (Elizaveta Petrovna) on 15th of December, 1749.  In former  days, customs were at the mouth of the Temernik River under the decree of the Peter the Great`s daughter, the Empress Elizaveta (Elizabeth). Later the customs house was protected by a military fortress named afer aint Dmitriy Rostovskiy, founded in 1761 etlements, which appeared around the fortress, were called Rostov-on-Don in 1807 by the decree of the Emperor Alexander I.

 It is located in the South of Russia, on the bank of the river Don, on a distance of 46 kilometers from its confluence to the Sea of Azov, and on a distance of 1092 kilometers to the South from Moscow.

The favorable geographical positon promoted the economic development of Rostov. Due to this fact the trading port was formed, acceptng watercrafs of Russian, Greek, Italian, Turkish, Armenian and Persian merchants. That`s why Rostov-on-Don was called “The Gate of the Caucasus”.

Nowadays Rostov-on-Don is a modern and very important trading and transport gateway with its strategic port and that`s why it has been called the town of contrast architecture. The main square of the city is Theatre quare. The Drama Theatre facing this square was built in 1930 in the style of constructvism and it has the form of a tractor. Another large street of Rostov is Pushkinskaya treet, named afer the great Russian poet A. . Pushkin, whose monument you can see just in the centre of the street.

The fact is that at the beginning of  20th century  two capitals of thieves were formed: the city of Odessa and the city of Rostov-on-Don.

Odessa was considered the center of culture and Commerce in the South of the Russian Empire. There was a duty free zone. Merchants and traders called the city "a mother".

So Citizens of Odessa also began to call it “a mother”. But in the areas of well-developed trade, the theft very often appears. Here in Odessa there were a lot of thieves. Frequently they hid from the police in the nearest big city Rostov-on-Don. The town hid them like a father. Therefore, the proverb appeared "Odessa is a mother, Rostov is a Father!"
